SECURITY AND STREAMLINING OPERATIONS TO EXPORT FRESH ONION

Resolution 35/2019 of MAGyP updates the regulations to certify the quality
and safety of the product and saves costs to producers and exporters

Buenos Aires - The Ministry of Agriculture, Livestock and Fisheries of the
Nation (MAGyP), Resolution 35/2019, in force since 16 September last
updated the rules to certify the quality and safety of fresh onion,
simplifying the operation without neglecting compliance with market
requirements.
The new regulation allows exporters choose to apply the inspection Senasa
to certify the quality and safety of onion in area of ​​origin or departure
point, which saves time and costs.
To do this Resolution 35/2019 abrogates its similar 42/1998 and 374/2000,
both of the former Ministry of Agriculture, Livestock, Fisheries and Food
of the then Ministry of Economy and 1/2016 of the then Ministry of Agro
Industry, in line with purpose to secure the process bureaucracy and
simplify administrative procedures in agriculture, as required, timely, by
Resolution 381/2017.
The ability to choose to certify the goods at home or at the border fits
the needs of the food chain and fulfills the obligations of the Senasa as a
watchdog, adjusting the task of the inspectors to the demands of markets
usual export and emerging destinations that may arise.
Thus the Senasa fulfills its responsibility for certifying quality aspects
specific harmonized standards and phytosanitary requirements for importing
countries to fixing mandatory.
The new resolution emphasizes product traceability, recording every
movement of goods through the Transit Document Plant Electronic (DTVe),
valid for the Senasa and the AFIP, which replaces the former Guide of
origin and I refer commercial, respectively. The DTVe can record the
movements from production to packaging and from this to export, with
details of the load and identification. Also it includes movement other
differentiated as markets or retailers case of domestic consumption figures.
Also the standards applied by the Senasa in its inspection methodology,
ensure quality aspects, although not mandatory result, and those associated
with the phytosanitary status. In this case the system DTVe emission blocks
movement of onion field border point without first being processed in a
packinghouse authorized by the Agency.
Thus the production and export is favored with a compliance framework
specific application.
