Se presentó el Plan de Acción Nacional "Trabajo Seguro Joven" para Argentina miércoles 20 de noviembre de 2019 El superintendente de Riesgos del Trabajo, Gustavo Morón; el vicepresidente de la Unión Industrial Argentina (UIA), Daniel Funes de Rioja, y el secretario de Relaciones Internacionales de la Confederación General del Trabajo de la República Argentina (CGTRA), Gerardo Martínez, rubricaron con su firma la redacción del programa que apunta a mejorar las condiciones de trabajo de los jóvenes de entre 16 y 24 años. Este plan de acción nacional adopta para el país los lineamientos de un proyecto que impulsa la Oficina de País OIT para la Argentina, denominado "Trabajo Seguro Joven: Construyendo una generación de trabajadores seguros y saludables", que cuenta además con financiamiento del Departamento de Trabajo de los Estados Unidos (USDOL). El titular de la Superintendencia de Riesgos del Trabajo (SRT) realizó un breve diagnóstico sobre la situación. "En nuestro país, sólo el 40% de los jóvenes que trabajan se encuentran registrados y tienen cobertura social", dijo Morón. Y agregó: "son los trabajadores adolescentes y jóvenes quienes más expuestos están a sufrir accidentes de trabajo". Morón destacó la colaboración entre los actores sociales para que este plan nacional pueda hacerse realidad. "Desde 2018 venimos trabajando desde la SRT con la Oficina de País de la OIT, con la Secretaría de Gobierno de Trabajo y Empleo, el Instituto Nacional de la Juventud, las organizaciones de trabajadores, de jóvenes y de empleadores para dar forma, no sólo a este plan, sino también a la instauración de una cultura de la prevención", dijo el funcionario. En esta dirección, el superintendente agradeció el apoyo de la OIT –representada por el director del organismo en Argentina, Pedro Furtado de Oliveira- para lograr, mediante un consenso amplio entre los diferentes actores sociales, la aprobación de un anteproyecto de Ley de Prevención, que se someterá a la consideración del parlamento argentino el año próximo. La voz de los empleadores estuvo presente a través del vicepresidente de la UIA, Daniel Funes de Rioja, quien aseguró sentirse "impactado" al considerar como un logro político instalar el tema de la prevención como "política de Estado". "Tenemos la convicción de que Argentina tiene que eslabonar´ acuerdos. Y, en este sentido, creo que implementar unacultura de la prevención´ requiere del acuerdo de todos. Del compromiso tripartito y del apoyo de la OIT", afirmó el además presidente de Honor de la Organización Internacional de Empleadores. Por su parte, Gerardo Martínez estimó de "suma importancia" que el foco se coloque sobre las condiciones laborales de los trabajadores en general, y de los trabajadores jóvenes en particular. "Necesitamos abandonar la lógica del `masomenismo´ para discutir e implementar acciones concretas que redunden en mejores condiciones de salud y seguridad para nuestros trabajadores. Y para ello es necesario el compromiso total de todos quienes tenemos algún tipo de responsabilidad en estas cuestiones", dijo Martínez. En la inauguración de la jornada estuvieron presentes también Graciela Guzmán, secretaria de Promoción, Protección y Cambio Tecnológico del Ministerio de Producción y Trabajo, y Pedro Furtado de Oliveira, director de la OIT en Argentina, quien aprovechó la oportunidad para agradecer el apoyo del Departamento de Trabajo de Estados Unidos y felicitó a todos y cada uno de quienes tuvieron una participación activa en el comité de redacción del plan. También el gerente de Prevención de la SRT, José Bettolli, ponderó el trabajo realizado por los equipos. Y manifestó sentirse "sorprendido" por las enseñanzas que la temática le aportó. El proyecto trabajará sobre tres ejes: Investigación, Formación y Política.
