[English-Español] CIBERPATRULLAJE: REUNIÓN DEL DEFENSOR DEL PUEBLO PORTEÑO Y LA MINISTRA DE SEGURIDAD DE LA NACIÓN

The Ombudsman gave the Ministry a document with contributions in order to safeguard the fundamental rights of the population against the implementation of the system was received by Frederic, after which the development of a protocol to regulate and set limits agreed the activity and define a process for their exercise. The Defense of the People, in turn, announced that it will be part of the team that will work on the protocol, which will be the framework for national security forces until prepare and submit a bill to be treated, appropriately, by the National Congress. Ciberpatrullaje: reunión del Defensor del Pueblo porteño y la Ministra de Seguridad de la Nación Alejandro Amor y Sabina Frederic mantuvieron un encuentro para trabajar sobre los principales lineamientos para implementar la recopilación y análisis de información de fuentes abiertas referenciada por la cartera de Seguridad en las últimas semanas. miércoles 15 de abril de 2020 En la reunión, participaron también María Julia Giorgelli, subcoordinadora del Centro de Protección de Datos de la Defensoria y, por el ministerio de Seguridad, Eduardo Villalba, secretario de Seguridad y Política Criminal; Cecilia Rodríguez, jefa de Gabinete; Valentina Novick, subsecretaria de Investigación Criminal y Cooperación Judicial; Iván Poczynok, director nacional de Inteligencia Criminal y Gerardo Halpern, director de Comunicación Institucional. La Defensoría entregó al Ministerio un documento con aportes con el objetivo de resguardar los derechos fundamentales de la población frente a la ejecución del sistema que fue recibido por Frederic, tras lo cual se acordó la elaboración de un protocolo que regule y establezca los límites de la actividad y defina un procedimiento para su ejercicio. La Defensoría del Pueblo, a su vez, anunció que formará parte del equipo que trabajará sobre ese protocolo, que será el marco de referencia para las fuerzas de seguridad nacional hasta tanto se elabore y presente un proyecto de ley a ser tratado, oportunamente, por el Congreso Nacional. El encuentro arrojó como conclusión, acordado por ambas instituciones, que el ciberpatrullaje utilizado en el marco del respeto integral a los Derechos Humanos, especialmente a lo que hace a la libertad de expresión y la privacidad, es una herramienta que legítimamente puede utilizar todo Estado democrático con el fin de mantener la seguridad de la población y prevenir hechos delictivos. Ambos organismos coincidieron en la centralidad de que las acciones de ciberpatrullaje se inscriban dentro de las directrices del sistema interamericano de derechos humanos.
