Coronavirus: Nuevo protocolo para Talleres de Revisión Técnica Obligatoria (RTO) En marco de la pandemia del coronavirus, la Comisión Nacional de Regulación del Transporte (CNRT), a través del Ministerio de Transporte, definió un nuevo protocolo de procedimiento para Talleres de RTO, en donde se instruyen las medidas necesarias a adoptar para evitar la interacción, el contagio y la propagación del virus. lunes 20 de abril de 2020 A partir del lunes 20 de abril, la CNRT comenzará a auditar y fiscalizar las nuevas medidas en los procesos de revisión de los vehículos de transporte automotor de pasajeros y de cargas, establecidas para el funcionamiento de los Talleres de Revisión Técnica de jurisdicción nacional en marco de la pandemia mundial. El nuevo protocolo se implementa para minimizar los riesgos de contagio entre el personal, conductores y proveedores y para que todos los servicios que quedaron exceptuados de la prohibición de circular, puedan hacerlo de manera segura. En este sentido, y para dar cumplimiento a las medidas establecidas por el gobierno nacional, el protocolo se desarrolló junto a las cámaras del sector, la Confederación Argentina del Transporte Automotor de Cargas (CATAC) y la Federación Nacional de Trabajadores Camioneros y Obreros del Transporte Automotor de Cargas, Logística y Servicios, y se oficializó en la Resolución 96/ 2020 del Ministerio de Transporte. Instalaciones y personal En todas las instalaciones se deberá exhibir cartelería con indicaciones a cumplir para el ingreso y tránsito dentro del establecimiento, los locales deberán mantenerse ventilados y los pisos deberán limpiarse antes del inicio de cada jornada, utilizando solución de agua con lavandina o cloro. Además, en la entrada de cada local u oficina deberán colocarse paños embebidos en solución clorada y se deben desinfectar con frecuencia los picaportes en aberturas de acceso y superficies de contacto directo. El protocolo establece que el personal deberá higienizar correctamente sus manos antes de ingresar al taller en su jornada laboral o a las oficinas y habrá un responsable asignado para tomarle la temperatura a cada trabajador. Se establece también, que el uniforme debe ser higienizado frecuentemente y que según el riesgo de exposición deberán utilizar elementos de protección personal. Quienes ingresen al taller para realizar las revisiones del vehículo deberán permanecer dentro del mismo y seguir las instrucciones del personal. En este sentido, quienes se acerquen a los talleres a realizar consultas deberán permanecer fuera del local o realizarla por teléfono o correo electrónico. De ser necesario su ingreso al establecimiento, tendrá que respetar la distancia social que deberá ser marcada en el suelo. Procedimiento Para realizar la RTO deberán contar con turno previamente otorgado por el taller para cada vehículo con el fin de evitar la aglomeración de vehículos. A cada conductor se le tomará la temperatura con algún elemento que evite el contacto, por ejemplo termómetros láser, y sólo se permitirá el ingreso de una persona por vehículo. Además, se recomienda a los conductores, al momento de ingresar al taller, el uso de máscaras faciales y/ o barbijos y guantes de látex. Toda persona que ingrese al taller quedará en un registro, junto a su información de contacto, en caso de ser requerida por la autoridad sanitaria. Al realizar el control del interior de la cabina, se debe solicitar al conductor que no descienda del vehículo y que sea él quien manipule el vehículo a fin de evitar contacto con el personal (número de tacógrafo, control del cinturón de seguridad, matafuego, balizas, apertura de puertas y ventanillas, accionamiento de válvula depresora, etc. ). Al concluir con el procedimiento de revisión se genera la documentación y será el conductor quien coloque la oblea en el parabrisas, en caso de que el vehículo este apto para circular. La Resolución 96, establece, además, que hasta el 26 de abril de 2020 inclusive, la vigencia de los certificados de revisión técnica obligatoria de las unidades, que cuyo vencimiento haya operado a partir del 12 de marzo de 2020. Aquellos talleres que operen sin respetar las medidas establecidas en el protocolo podrán ser sancionados con la suspensión de entre 10 y 20 días, según el inciso e) del Artículo 18 del Anexo de la Resolución Nº 10/ 19 de la Secretaría de Gestión de Transporte.
