Undersecretary of International Taxation of the Ministry of Economy, Mariana Rivolta, he took part Wednesday in the webinar "responses to a global crisis tax", in which the various guidelines that should make tax structures to ensure human rights were discussed.
The meeting was convened from Initiative Principles and Guidelines on Fiscal Policy and Human Rights, a group of the region aimed at strengthening the framework of the DD. H H. as a paradigm for the formulation of fiscal policies.
During the virtual meeting, representatives from different sectors of academia, civil society, human rights organizations and the public sector, discussed the orientation that could or should take the tax structures of the countries of the region in the current context, to ensure human rights.
In his presentation, Rivolta said that "in the context of the enormous adverse effects of the pandemic on economies and its counterpart in decreasing rights, we call for fiscal policy to provide answers." "From the edge of tax policy the challenge of reducing certain tax burdens to provide relief to the sectors most critically affected trying to take care revenues to fund public policies faces".
It also stated that "any reform of short, medium and long term should increase equity and progressivity of the tax system". In this regard, Rivolta stressed that "it is important to strive to maintain pressure levels on sectors whose activity was affected less critically or even improved."
He also mentioned that in the context of the pandemic of the COVID-19 global discussions were generated that until some time ago seemed distant, like taxes linked to wealth or great fortunes.

La subsecretaria de Tributación Internacional del Ministerio de Economía, Mariana Rivolta, participó este miércoles del webinario "Respuestas fiscales para una crisis global", en el que se debatieron las diversas orientaciones que deberían tomar las estructuras fiscales para asegurar los Derechos Humanos.
La reunión fue convocada desde la Iniciativa de Principios y Directrices sobre Política Fiscal y Derechos Humanos, un grupo de la región que busca fortalecer el marco de los DD. HH. como paradigma para la formulación de las políticas fiscales.
Durante el encuentro virtual, representantes de diferentes sectores de la academia, sociedad civil, organismos de Derechos Humanos y del sector público, debatieron sobre la orientación que podrían o deberían tomar las estructuras fiscales de los países de la región en el contexto actual, para asegurar los Derechos Humanos.
En su exposición, Rivolta destacó que "en el marco de los enormes efectos adversos provocados por la pandemia en las economías y su correlato en la disminución de derechos, se convoca a la política fiscal a dar respuestas". "Desde la arista de la política tributaria se enfrenta el desafío de reducir ciertas cargas tributarias para brindar alivio a los sectores más críticamente afectados procurando cuidar los ingresos que financien las políticas públicas".
Asimismo, afirmó que "toda reforma de corto, mediano y largo plazo debe aumentar la equidad y progresividad del esquema tributario". En este sentido, Rivolta hizo hincapié en que "resulta importante esforzarse por mantener los niveles de presión sobre los sectores cuya actividad se vio afectada de manera menos crítica o, incluso, mejorada".
También, mencionó que en el marco de la pandemia del COVID-19, a nivel global se generaron discusiones que hasta hace un tiempo parecían lejanas, como la vinculada a los impuestos a la riqueza o grandes fortunas.
Finalmente, se mencionaron los impactos de género de las políticas fiscales impulsadas, entre los cuales los beneficios impositivos para el sector salud y para los sectores más críticamente afectados (ente ellos, gastronomía, hotelería, comercio, servicios) tienen un impacto de género positivo explicado por la sobrerepresentación de trabajadoras en las áreas.
