To discuss the role of the State in support and containment of victims of institutional violence, the Ministry of Human Rights organized a virtual meeting with a panel of officials mental health specialists.

The panel discussion was coordinated by Laura Sobredo, director of the Center for assistance to victims of human rights violations "Dr. Fernando Ulloa ", under the Ministry. They participated in the same director of the Program for community development partner of the Secretariat for Human Rights of the province of Buenos Aires, Marina Vega; and Liliana Rudman, a member of the Program against institutional violence of the Public Defender's Office.
"Since assuming management in the Secretariat one of the cornerstones of our work has to do with the issue of institutional violence," said Secretary Horacio Pietragalla Corti after welcoming the event and thank the participants. "Every government will have cases of institutional violence, because unfortunately does not change from one day to the other. But what this government will never do is endorse political will to carry forward such actions, "he said.
He also stressed the need for "security forces know their limits and engage in policies against institutional violence." As for the role of the State, Pietragalla said that "we must never lose sensitivity to the victims, institutional violence can not speculate politically, it is essential accompany the victims and their families in pain, as well as search justice and the fight against impunity ".
For its part, the director of the Center Ulloa introduced the theme of the panel discussion about the intersection of institutional violence and mental health, and the role of the state. In this regard, he tackled the work carried out by the institution through the construction of devices accompanying are primarily aimed at rescuing the word of the victims and restore confidence with a present state, which is offered as an interlocutor with the system justice to obtain redress. "It is very important that the Ministry of Human Rights has retaken these issues as relevant issues and we are talking here about mental health," he said.
In this line, Liliana Rudman of the Public Defender's Office shared his experience in accompanying victims of institutional violence and the task of "counter the official version by rise to the word of the victim, through his testimony or the production of expert evidence, so it can be included in the court file. " It also proposed to address the discussion about the possibility of documenting the suffering of the victims, to give account of the impact on subjectivity so that they can be valued at the time to seek redress in court.

El panel de discusión contó con la coordinación de Laura Sobredo, directora del Centro de asistencia a víctimas de violaciones de derechos humanos "Dr. Fernando Ulloa", dependiente de la Secretaría. Participaron del mismo la directora del Programa para el desarrollo socio comunitario de la Subsecretaría de DDHH de la provincia de Buenos Aires, Marina Vega; y Liliana Rudman, integrante del Programa contra la violencia institucional de la Defensoría General de la Nación.
"Desde que asumimos la gestión en la Secretaría uno de los ejes fundamentales de nuestro trabajo tiene que ver con la problemática de la violencia institucional", señaló el secretario Horacio Pietragalla Corti luego de dar la bienvenida al evento y agradecer a los y las participantes. "Todo gobierno va a tener casos de violencia institucional, porque lamentablemente no se cambia de un día para el otro. Pero lo que este gobierno nunca va a hacer es avalar políticamente a quienes lleven adelante ese tipo de acciones", puntualizó.
Asimismo, subrayó la necesidad de que "las fuerzas de seguridad conozcan sus límites y se involucren en las políticas contra la violencia institucional". En cuanto al rol del Estado, Pietragalla manifestó que "nunca tenemos que perder la sensibilidad con las víctimas, con la violencia institucional no se puede especular políticamente, es fundamental acompañar a las víctimas y sus familias en el dolor, así como también en la búsqueda de justicia y en la lucha contra la impunidad".
Por su parte, la directora del Centro Ulloa introdujo la temática del panel de discusión, acerca del cruce entre violencia institucional y salud mental, y el rol del Estado. En este sentido, abordó el trabajo que lleva adelante la institución a través de la construcción de dispositivos de acompañamiento que fundamentalmente están orientados a rescatar la palabra de las víctimas y restaurar la confianza con un Estado presente, que se ofrece como interlocutor ante el sistema de Justicia para lograr una reparación. "Es muy importante que la Secretaría de Derechos Humanos haya vuelto a tomar estos temas como temas relevantes y que estemos hablando acá de salud mental", expresó.
En esta línea, Liliana Rudman de la Defensoría General de la Nación compartió su experiencia en el acompañamiento de víctimas de violencia institucional y en la tarea de "contrarrestar la versión oficial haciendo lugar a la palabra de la víctima, a través de su testimonio o de la producción de prueba pericial, para que pueda ser incluida en el expediente judicial". Asimismo, propuso abordar la discusión acerca la posibilidad de documentar los padecimientos de las víctimas, que permita dar cuenta del impacto en la subjetividad a fin de que puedan ser valorados al momento de buscar una reparación en la Justicia.
"Hay que poner sobre la mesa la necesidad de que el Estado sea garante de lo simbólico: tiene la responsabilidad de llevar adelante acciones para que la vulneración de derechos que producen las fuerzas de seguridad pueda tener una reparación", expresó a su vez Marina Vega, de la subsecretaría de DDHH de la provincia.
Al finalizar las exposiciones, se abrió un segmento en el que los especialistas respondieron a las consultas de los y las participantes.
