"Tenemos una convicción muy grande, Alberto y Cristina nos dieron la directiva de ser intransigentes con estos casos, de trabajar en conjunto para generar cambios rotundos que nos permitan erradicar una problemática que le genera un perjuicio muy grande a la legitimidad de nuestra democracia", agregó. Asimismo, remarcó que la violencia institucional contra las mujeres "tiene un anclaje muy fuerte en el patriarcado, por eso estamos trabajando en una transformación cultural que nos permita dejar atrás años de estigmatización". El funcionario también destacó el rol de las mujeres "madres de esos cientos de jóvenes que nunca aflojan para pedir justicia, que son capaces de transformar su dolor en lucha y que nos ayudan para combatir esta violencia". Seguidamente, la directora del Centro Ulloa presentó al panel de expositoras de la actividad: "Esta charla es una gran oportunidad para seguir estando en contacto y tener la posibilidad de debatir junto a estas destacadas panelistas que hablan desde un saber construido, así como también desde el compromiso y la experiencia". En primer lugar tuvo la palabra Malena Derdoy, a cargo de la Dirección General de Acompañamiento, Orientación y Protección a las Víctimas (DOVIC). Durante su presentación, la funcionaria detalló la tarea que llevan adelante desde la Dirección con equipos interdisciplinarios de especialistas que brindan atención temprana, orientación e información a las víctimas de delitos. "Trabajamos tratando de incorporar esa mirada interdisciplinaria al mundo de la justicia. Trabajamos por una justicia anti patriarcal, una justicia que mire a las víctimas, que las escuche", señaló. Asimismo, con relación a la violencia institucional que sufren las mujeres detalló a tres grandes grupos de víctimas: mujeres que sufren la violencia en carne propia; las mujeres auto percibidas trans; y las madres cuyos hijos han sido desaparecidos o torturados por las fuerzas de seguridad. Posteriormente tuvo lugar la intervención de Mirta López González, ex jueza Cámara Criminal y Correccional, e integrante del sistema interinstitucional de cárceles. Durante su alocución, la especialista realizó una descripción de la situación por la que atraviesan las mujeres en situación de encierro, "el sistema elige a personas de sectores sociales más vulnerables", afirmó. "Cuando hablamos de violencia institucional en las cárceles, hay una cuestión relacionada con los estereotipos de género", reflexionó. "Esta forma de juzgarlas, de estereotiparlas, lleva a que no se atiendan adecuadamente sus necesidades". Asimismo, detalló situaciones de abuso en requisas médicas, malas condiciones de infraestructura, entre otras. "Es muy importante este encuentro para generar conciencia. Tenemos que accionar ante estas situaciones, la sociedad civil tiene que involucrarse: se trata de seres humanos a los que hay que atender para que cuando vuelvan a la vida en sociedad puedan tener menos violencia acumulada", puntualizó. Por último, Ana Oberlin, abogada especializada en género, derechos humanos y Derecho Penal, afirmó: "Para hablar de violencia institucional vinculada con las mujeres tenemos que pensar en una insterseccionalidad, obviamente hay mujeres que van a sufrirla mucho más y de manera más cotidiana: las que están en contexto de pobreza, las más jóvenes, las mujeres trans, las migrantes, las afrodescendientes, las que están en situación de prostitución o de encierro". "Lo fundamental es poder visibilizar estas violencias machistas institucionales para intentar entre todes ir cambiando estas cuestiones que son tan dolorosas", concluyó. En el cierre del encuentro, la directora del Centro Ulloa señaló: "Claramente este tema necesita una nueva reunión. Me parece importante que hablemos de que la violencia por medios sexuales es el modo privilegiado de la violencia institucional contra las mujeres". Asimismo, destacó la necesidad de impulsar prácticas contrahegemónicas en el interior de las instituciones "es un desafío, pero si no lo pensamos de esa manera, vamos a reproducir algunas de estas violencias".
