Los ganadores y las ganadoras serán dados a conocer a través del canal de Youtube del Ministerio de Desarrollo Territorial y Hábitat este miércoles 26 de agosto a partir de las 18 horas. La ministra de Desarrollo Territorial y Hábitat, María Eugenia Bielsa, junto al director Nacional de Proyectos Urbanísticos y Habitacionales, Juan Pablo Negro, y los miembros nacionales e internacionales del Jurado anunciarán los tres ganadores de cada una de las cinco regiones del país, elegidos entre las 521 propuestas que fueron recibidos hasta el 17 de julio. Los premios para las propuestas ganadoras van de los $500000 para los primeros puestos, $300000 para los segundos puestos y $175000 para los terceros en el podio de cada región. Asimismo, se realizarán 15 distinciones y 5 menciones especiales. Con todo, se distribuirán un total de $5. 70000 en incentivos para quienes resulten las propuestas ganadoras de este Concurso Nacional.
En el marco de la emergencia por COVID-19, el Estado Nacional, a través del Ministerio de Desarrollo Territorial y Hábitat y el Ministerio de Ambiente y Desarrollo Sostenible, realizó esta una convocatoria a escala nacional con la finalidad de invitar a estudiantes universitarios, docentes e investigadores a presentar propuestas de viviendas con eficiencia ambiental que puedan construirse en situaciones de emergencia. El concurso se organizó en conjunto con la Agencia Nacional de Promoción de la Investigación, el Desarrollo Tecnológico y la Innovación, cuenta con el acompañamiento del Consejo Interuniversitario Nacional y es financiado con una donación del Fondo Global para el Medio Ambiente, administrado por el Banco Interamericano de Desarrollo. El Jurado Nacional está conformado por Celina Caporossi y Damián Sanmiguel, en representación del Ministerio de Desarrollo Territorial y Hábitat; por Florencia María Gloria Gómez Gerardo López Arrojo del Ministerio de Ambiente y Desarrollo Sostenible; por Miguel Irigoyen del Consejo Inter-Universitario Nacional y por Cristina Massera de la Agencia Nacional de Promoción de la Investigación, el Desarrollo Tecnológico y la Innovación. También estuvieron como jurados internacionales invitados Solano Benítez de la Facultad de Arquitectura de la Universidad Nacional de Asunción y Josep María Montaner de la Escuela Técnica Superior de Arquitectura de Barcelona. Al momento de elegir, todas y todos ellos tuvieron en cuenta la originalidad y pertinencia de la propuesta, la aplicabilidad para el contexto de uso en la vivienda para la emergencia, el lenguaje, materialidad y modos de habitar adaptados a las regiones y la incorporación de criterios de sostenibilidad ambiental.
El Concurso Nacional de ideas "Hábitats Emergentes" se lanzó con la finalidad de estimular a estudiantes universitarios/ as, docentes, investigadores/ as y profesionales para dar soluciones a situaciones de emergencia y proponer nuevas ideas para resolver los problemas vinculados con poblaciones que deben enfrentar la crisis habitacional.
