HE STARTED THE SECOND NATIONAL ENVIRONMENTAL ASSESSMENT

Government Secretary of Environment and Sustainable Development, Sergio
Bergman, opened the Second National Environmental Assessment, held at the
Palacio de las Aguas and will continue tomorrow. The cycle has exhibitions

opportunities in the field, both globally and locally.
In his speech, Bergman environmental assessment framed in a national
government policy that seeks to "establish common minimum standards that
again put Argentina into the world and allow them to be serious,
predictable and fundamentally competitive." He also said: "It's a global
strategy, we signed international agreements with local responsibility but
non-binding aspirational".
The official also recalled that in the previous meeting "one of the first
topics was able to consolidate a baseline that has to do with a diagnosis.

degree of predictability ". Finally Bergman said: "It is very important
that what we are working in terms of environmental assessment is directly
connected with the economy and incentives, rewards and punishments that the

their environmental assessment. "
It is noted that this new meeting comes after the good results obtained in
the previous one, held in September last year. National Environment
Secretariat opted for a second edition that will deepen the experiences and
lessons learned on environmental impact assessment and strategic
environmental assessment.
Moreover, Secretary of Climate Change and Sustainable Development, Carlos
Gentile, part of the table "Challenges and opportunities in the
implementation of the instruments of environmental assessment" which was
moderated by the Interjurisdiccional and Inter assistant secretary, Mariela
Chervin . In turn, Gentile conducted a review of the actions taken by the
agency of national environment and noted that since the arrival of the
current management sought to "transform the role of the national authority
in environmental assessment" because it was "an area largely absent , from
no regulation of the General Law on the Environment. " He also said
that "the focus was always thinking environmental assessment rather than as
an obstacle to development but as a vehicle for achieving sustainable
development." After expressing that at the beginning the need to raise
standards in environmental assessment identified, he said: "The first thing
we did was a diagnosis, and we did not alone but with all provinces under
the COFEMA" what added which it is developing a new diagnosis "that will be
ready in a few months this year."
Throughout the day today, experiences and reviewed progress in the
environmental assessment in our country and good practices related to
infrastructure projects in the issue were also discussed. a special panel
with speakers from the Inter-American Development Bank (IDB), the World
Bank and the Bank for Investment and Foreign Trade (BICE), in which the
integration of procedures for environmental impact assessment was discussed
in was also developed projects with national and international funding.
They are participating officials and environmental authorities of the
provinces of Jujuy, Mendoza, Buenos Aires and Buenos Aires, as well as
international experts who referred to the work done so far in different
regions and explained the challenges to be solved in the future.
Also present were the National Director of Environmental Assessment of the
Ministry of Environment and Sustainable Development, Celeste Piñera; and
the Director of Environmental Impact and Strategic Assessment of the same
national area, Andrea Frassetto.
Tomorrow, the meeting will offer workshops and debates on issues such as
public participation, the mitigation hierarchy and incorporating the
analysis of climate change in environmental impact assessment.
