Friday June 7, 2019
More than thirty universities met at the Ministry of Education, Culture,
Science and Technology to share how they designed their own Institutional
Development Plans from a Convocation of the University Policies Secretariat.
The projects stem from an initiative promoted by the Secretariat of
University Policies from 2016, taking into account that a lot of
universities lacked comprehensive planning, but each of its academic units
working without articulating between them.
"Since we began this effort we proposed that all actions and programs we
launched the we thought in terms of strategic planning and coordination of
the university system," said Paul Domenichini, Secretary of University
Policy at the opening of the meeting with Agustina Peretti, Ccoordinadora
of University Quality program. "Today - he continued with the complexity
and speed changes are occurring in the world, we need to constantly rethink
our universities. We must plan beyond the situation and look at the medium
and long term. "
Calls for Support to Institutional Development I and II were intended to
accompany the universities, in the framework of their autonomy, might think
of themselves, diagnose your situation and plan where they want to go. Then
accompany national education portfolio support programs in line with these
objectives institutions.
In the first call they were selected 24 projects of national universities
governance, and in the second edition 10 new projects, which also involved
provincial universities, the National Interuniversity Council (CIN) and the
Council of Rectors of Private Universities joined (CRUP ).
Mariana Foutel, National University of Mar del Plata, said that elected a
planning with a view to 2030, because "the same way I planned our city and
we felt important project ourselves as would the community to which we
owe." In addition, he rescued that "in this process we have great
interaction with business associations, labor organizations, media and
neighbors. Especially with young people from the most distant
neighborhoods, with whom we wanted to assess whether the inclusion
perception they had about college was equal to which we aspired in the
design of our policies ".
On the case of the National University of Cordoba, Sergio Obeide explained
that "it was a massive and no tradition of college planning. So the
challenge was to understand that it should not be a one-time effort, but
part of a broader process that related planning with budget formulation,
execution of actions and institutional assessment. In short, we set out to
try to institutionalize an increasingly virtuous cycle of government. "
Finally Alicia Borein, Rector of the National University of Misiones,
explained that make a Institutional Development Plan allowed them to "set
priorities, and project ourselves into a period of eight years." Today, he
said, "is a great strategic tool for making decisions."
