El acuerdo firmado entre el INAES y el Ministerio tiene como objetivos específicos: Propiciar el intercambio de información entre los organismos para de dar respuestas concretas a las demandas y necesidades detectadas en la interacción con cooperativas, mutuales y asociaciones relacionadas. Generar instancias de construcción e implementación conjunta de relevamientos, diagnósticos y geolocalizaciones que favorezcan la sistematización, actualización y cruce de datos y registros, a fin de mejorar la planificación de políticas públicas. Realizar encuentros presenciales o virtuales, capacitaciones y trayectos formativos con el fin de intercambiar y construir saberes, conocimientos, y competencias necesarias para la promoción, acción y gestión del cooperativismo, el mutualismo y la asociatividad. Proyectar y fijar estrategias de políticas públicas comunes con el fin de lograr un esquema de acción eficaz en todo lo vinculado a cooperativas y mutuales. Disponer los espacios, canales y circuitos formales con anclaje territorial que tiendan a facilitar el acceso, la participación y la comunicación directa de las cooperativas, mutuales y asociaciones entre sí y con los organismos públicos. Este convenio se enmarca en uno de los ejes centrales dispuestos por el Gobierno Nacional, la promoción del desarrollo local bajo los principios y valores del asociativismo como herramienta principal para el crecimiento equitativo y solidario del país, una política que se hace hoy mucho más urgente en el contexto de emergencia planteado por la pandemia del covid-19. "Desarrollo local, economía social y articulación: esos son los tres ejes que tienen que guiar la salida de la pandemia y la reconstrucción de nuestro país" indicó el ministro Arroyo remarcando que "la economía social, el asociativismo, es una herramienta central para esta reconstrucción, por el carácter solidario, por la cercanía, son los que le están poniendo el hombro en el territorio. " Mario Cafiero celebró la firma de este acuerdo y recordó las palabras del presidente de la Nación afirmando que "la justicia y la equidad social se alcanza por el camino de la solidaridad" y explicando que este proceso debe comenzar desde adentro del Estado. "Cuando abordamos la problemática territorial tenemos que estar solidariamente unidos dentro del estado para tener más fuerzas para dar respuestas" expresó el titular del INAES, destacando que "solo la solidaridad nos va a llevar a esa sociedad más justa que todos queremos".
