THE NATIONAL GOVERNMENT ORGANIZED THE SUSTAINABLE HOUSING FORUM, A SPACE OF EXPERIENCE AND REFLECTION ON URBAN AND REGIONAL DEVELOPMENT
Tuesday June 4, 2019
Within the framework of the National Strategy for Sustainable Housing, the
Ministry of Interior, Public Works and Housing Rogelio Frigerio leading;
the Ministry of Education, Culture, Science and Technology; the Government
Secretariat of Environment and Sustainable Development, in collaboration
with the Inter-American Development Bank, organized the Forum on
Sustainable Housing, a space generator encounter experiences and ideas on
social housing and urban and territorial development under sustainable
guidelines.
"Since the beginning of the administration of President Mauricio Macri
started a cultural change, disruptive, changing the supply-side approach
since the approach in demand, especially taking examples from other
successful countries in this matter as the Chilean case. Of course it was
not easy, we face difficulties from the standpoint of political expediency,
but the important thing is that we begin to lay the groundwork for this
change and no turning back. In addition, spending a scheme of supply of
housing by the state to boost demand and supply of the private sector in a
difficult macroeconomic context creates an additional difficulty but not
lose the north, "said Frigerio while participating in the Forum, which was
held yesterday and today at the Cultural Center of Science.
In this regard, the minister said that this housing policy "also crosses
the issue of the environment, energy issues, social issues, the economic
issue and political issue"
"When we talk about housing not just talking about housing, but we're
talking about habitat and access to basic services because for many years
also in Argentina homes without drinking water were delivered, no sewage,
no sewage treatment plant effluent. When we assumed there were 20 million
Argentines without sewers, seven million without drinking water, and
hundreds of thousands of homes completed without access to these public
services and only 20% of sewage treatment. There also made a substantial
change: this treatment doubled and gave three million Argentines access to
drinking water and sewers, "pondered Frigerio.
Meanwhile, Secretary of Housing, Ivan Kerr, stressed that the national
government is "working to raise construction standards" and for that we are
working with neighboring countries such as Chile and also with local and
provincial governments.
"There is a cultural change in the way to make housing policy in Argentina.
We were used to doing things messy and untidy way without axis on
sustainability in construction. We are now fully focused on generating a
housing policy more efficient in terms of energy generation and
sustainability, "he said.
Sustainable Housing Forum toured the important role of sustainability for
the disciplines of architecture, urban planning, engineering and social
sciences, among others; incorporating the guidelines defined by the
National Housing Policy promoted by the national government, focusing on
the promotion of bioclimatic design strategies, Energy Efficiency and
Renewable Energy.
They participated among others, Minister of Housing of Chile, Cristián
Monckeberg; and Secretary of Urban Infrastructure, Marina Klemensiewicz,
who yesterday presented the "Practices to generate compact cities,
resilient and sustainable" panel, which also moderated the discussion with
the mayors Diego Valenzuela de Tres de Febrero, Gustavo Posse of San
Isidro, and Rosario Quispe representing Abra Pampa, Jujuy.
