NEW REGIONAL AGREEMENT RECOGNITION OF DIPLOMAS AND PROFESSIONAL MOBILITY

The new instrument will allow graduates access simpler and more streamlined
to recognition as a top-level title thus promoting academic mobility in the
region and positive impact on the growth of countries within it.
The International Conference of States (CIE) convened by the United Nations
Educational, Scientific and Cultural Organization (UNESCO) today approved
in Buenos Aires, Argentina, the Regional Convention on the Recognition of
Studies, Diplomas and Degrees in Higher Education Latin America and the
Caribbean. The text adhered eleven of the delegations present at the
meeting - Argentina, Belize, Colombia, Costa Rica, Grenada, Honduras,
Jamaica, Nicaragua, Panama, Peru and Holy See and is the result of
three-day review of the agreements reached during the two government
interdepartmental held in our country in 2018.
"After 45 years, Latin America and the Caribbean have a new tool for the
integration of their higher education systems, based on cooperation that
enables recognition of studies and qualifications of graduates, academics
and professionals," Paulo Falcon said , national director of University
Management of the Ministry of Education, Culture, Science and Technology of
the Nation and President of the Conference.
The official described the agreement as "a significant step forward for the
recognition of higher education as well public and social and inalienable
responsibility of States human right."
"It is an honor for us to have led this process, which is consistent with
the unanimous decision of the region that Argentina preside over this
international conference," he said Falcon.
The document adopted at midday updates the 1974 Regional Convention, with
special focus on the sustainable development agenda and the strengthening
of regional educational systems, to ensure an inclusive and quality
education throughout life. This new tool will allow graduates access so
easy and quick recognition of his title of top level, promoting academic
and professional mobility in the region and positive impact on the growth
of countries within it.

For his part, Minister of Education, Culture, Science and Technology of the
Nation, Alejandro Finocchiaro said while inaugurating the
meeting, "Argentina has done and continues to make significant efforts to
prioritize the education debate. Towards strengthening cooperation, we have
promoted the first Regional Meeting of Ministers of Education, held in
Buenos Aires in 2017 ".
"At that time we were committed to strengthening the links between higher
education and the labor market, moving towards educational systems that
give better answers and more flexible and resilient in order to guarantee
the rights and meet the needs of migrants and refugees," he said the
official said.
He recalled that Argentina also hosted the Third Regional Conference on
Higher Education held in the city of Cordoba, during which "the postulate
of higher education reasserted itself as a social public good, a universal
human right, and a duty of State".
Latin America and the Caribbean and add to Europe, Asia Pacific and Africa
regions recently modernized its regional agreements. The head of
Argentina's education portfolio will present the results of the CIE at the
40th General Conference of UNESCO, to be held in November, at which the
approval of a new Global Convention on the Recognition of Qualifications of
Higher Education is also expected .
