LA RIOJA IS THE FIRST PROVINCE TO ADHERE TO THE GUIDELINES FOR THE ORGANIZATION AND OPERATION OF MENTAL HEALTH FACILITIES
They are recommendations and suggestions on how to adapt health services to
the guidelines established by the National Mental Health Act and
international organizations.

Provincial Health Minister, Judit Diaz Bazan, signed this week adherence to
organizational guidelines set out in Resolution 2019-715 of the Government
Secretariat of Health, Ministry of Health and Social Development of the
Nation, which establish guidelines for forming a model of mental health
care to replace progressively focused on the psychiatric hospital or
monovalent fashion model.
They were developed to establish guiding principles on Community approach
to mental health from a respectful perspective of human rights and
individual rights of persons with interdisciplinary approach and
prioritizing participation and family support, as established in the
regulations National and international.
National Director of Mental Health, Luciano Grasso, said that to implement
the guidelines "instances of intervention and coordination between
technical teams that included the Pan American Health Organization PAHO /
WHO, the Appellate National Review were established the Mental health Act
and the Honorary Advisory Council on Mental health and Addictions, allowing
the participation of all areas involved in the health and mental health
sector. "
These guidelines address operation for mental health care in general
hospitals, both guard services and care services and hospitalization; in
schools and health care without hospitalization, including community
centers and day hospitals, as well as guidelines for the implementation of
Socio Devices and housing with different levels of support.
Regarding the provincial accession Diaz Bazan said that "there is a
political will of the province from which we are building for a few years
and we are now working with the Government Department of Health, in a
process which he is also committed governor Sergio Casas, and is a strong
policy management and implementation of each of the parts that have to do
with health and mental health ".
This framework is working, among other initiatives, the transfer of mental
health service Provincial General Hospital "Enrique Vera Barros". In that
regard, Grasso said that "national legislation provides that hospital
admissions for mental health should be done as a last resort and only when
they can not be replaced by other therapeutic actions in general hospitals.
But it is not just about moving the place of supply of one service to
another, we need to fundamentally reassess our practices; while adapting
and creating new spaces involve redistributing, sensitize and train human
resources. So we are working with the provincial mental health agencies in
implementing training, intersectoral and intergovernmental tables that
encourage joint working between different levels of care. "
Finally, the implementation of these plans also implies the need of
strengthening called "support networks" for which have been set up
intersectoral working tables that also involve provincial and municipal
areas of culture, sports and infrastructure.
